An NPA is a private company or professional certified by the state to provide special education services. If LVUSD has no speech therapist, they must hire an NPA speech therapist to serve your child—at no cost to you.
Compensatory Education
If your child went three months without therapy because the district was "looking for someone," you are owed Compensatory Education. This means the district must pay for make-up sessions to get your child back to where they would have been if services had never stopped.
Independent Evaluations: Your Verification Tool
Often, small districts will conduct "light" assessments because they lack the tools or expertise for complex cases. They might say a child "doesn't qualify" simply because they don't have the specialized tests to find the disability.
