In 2020, the California Department of Justice found Mojave Unified School District (MUSD) had critical shortfalls in special education policies and practices. Four years later, after intensive reforms and monitoring, the district achieved compliance. But what does this history mean for Mojave families today?

The 2020 DOJ Settlement: What Happened

The Findings

The California DOJ investigation revealed critical shortfalls in MUSD's special education program, including:

  • Special Education Evaluation Policies - Inadequate procedures for identifying and assessing students with disabilities
  • Disproportionate Discipline - Students with disabilities, particularly African-American students, faced higher suspension rates
  • Mental Health Support Gaps - Insufficient mental health services and support systems

2024: Compliance Achieved

By May 2024, the DOJ concluded its monitoring, stating MUSD had achieved compliance with the stipulated judgment. The district implemented reforms including increased mental health support, Positive Behavior Interventions and Supports (PBIS), and added two new Program Specialist positions.
