Rosamond & Edwards AFB: Protecting Your IEP During a Military Move

For military families stationed at Edwards Air Force Base, dealing with a Permanent Change of Station (PCS) is stressful enough without having to worry about your child's education. However, families transferring into Southern Kern Unified School District (SKUSD) in Rosamond often face a frustrating reality: delays in services, disputes over eligibility, and the "wait and see" approach.

If you are an EFMP family, you need to know that your child's IEP travels with them. Districts cannot simply hit "pause" on your child's education while they figure out their paperwork.

The "Comparable Services" Rule

Under both federal law (IDEA) and the Military Interstate Children's Compact Commission (MIC3), when you transfer to a new school district with an active IEP, the new district must provide "comparable services" immediately.

What This Means for You

  • No Gaps: If your child had 60 minutes of speech therapy per week in Texas, SKUSD must provide something very similar starting immediately.
  • Placement: If your child was in a dedicated Autism classroom, they cannot be placed in a general education room "just until we find a spot."
  • The 30-Day Timeline: The district has 30 days to either adopt your existing IEP or develop a new one. They cannot wait months to act.

Common Trap: Schools often say, "We need to do our own assessment first." While they can assess, they cannot deny services during the assessment period.

The "Adjustment" Excuse

Districts often dismiss serious behavioral regression as "just adjusting to the move." An Independent Educational Evaluation (IEE) can distinguish between temporary stress and a failure of the school to provide appropriate support.

Sometimes a new district will try to "remove" a diagnosis or service that was established at your previous base. An IEE provides an objective second opinion that protects your child's hard-won eligibility.
